University of Southern Mississippi has 2% of international students.It is always difficult to get into a US university as an international student, especially when you require financial aid. And University of Southern Mississippi doesn’t provide need based aids to international students.

I don’t think University of Pennsylvania provides scholarships based on merit. At least they don’t have it on their website.
