University of Massachusetts Boston provides aids at an average of 11158 per student meeting 85% of students need. 97% of students with need receive financial aid at an average of 11158 need-based grant. They also provide other scholarships including The Samuel Brehm Scholarship and The Stephen J. Sweeney Scholarship Program.
University of Mary Washington provides aids at an average of 9573 per student meeting 44% of students need. 99% of students with need receive financial aid at an average of 3603 need-based grant. They also provide other scholarships including Jepson Scholarship and Dorsey Scholarship.

Yeah, I agree with the previous answer. Try searching for sponsorships in your country as well. The university provides merit based scholarships too but I am not sure if international students are eligible for them. Better look their profile in OYA School or search in their website or maybe ask them.
